Honourable Ibrahim Riffath began public service as a member of the administrative support staff of the Attorney General’s Office. Upon graduation with LLB (Hons.) from the University of Oxford Brookes in 2004 and rejoining the Attorney General’s Office as a State Attorney, Hon. Riffath swiftly rose through the ranks. He was the Solicitor General of the Maldives at the time of his resignation in 2013.
During his service at the Attorney General’s Office, Hon. Riffath was the chair of the Special Committee established by AGO to legally review and formulate the legal opinion on the constitution promulgated in 2008 and the Special Committee established to legally review and formulate a legal opinion on the legislation inconsistent with the 2008 Constitution. The first committee was instrumental in providing legal advice to the drafting committee of the People’s Majlis on the legal implication of the constitutional provisions in the Maldivian context. The second committee was tasked with reviewing and scrutinizing all the laws of the Maldives, in force at the time, to determine inconsistencies with the Constitution to submit recommendations for the People’s Majlis.
Additional posts held by Hon. Riffath includes his service as a Member of the first bench of the Employment Tribunal of the Maldives in 2008. As Director Legal Affairs he was instrumental in formulating legal advice and policy for the state, and as Deputy Solicitor-General and Solicitor-General, Hon. Riffath was responsible for overseeing and strategizing all civil litigation by the state.
Hon. Riffath is a highly experienced advocate, having represented the State in a multitude of complex cases in the Supreme Court as well as the lower courts of Maldives. One such notable case is the issues related to the constitutional implications of ministerial consent by the Parliament in 2010. He is well known and respected for his legal acumen, ingenuity in statutory and legal interpretation as well as court strategy and quiet calm even during the most taxing of times.
Since 2013, Hon. Riffath has been active in private practice. His work as the Local Legal Consultant for GMR in the Arbitration Case against Government of Maldives; member of the Legal Team representing President Mohamed Nasheed in his terrorism case and acting as Local Legal Consultant in the Petition filed by President Nasheed against the Government at United Nations Working Group on Arbitrary Detention in 2015, serving as the Legal Counsel for the former Auditor General of Maldives on a constitutional petition at High Court of Maldives in respect of the Government of Maldives vacating his position unlawfully, are some of the more notable on this front.
After a long career in public service, primarily at the Attorney General’s Office, Hon. Ibrahim Riffath was appointed as the Attorney General of the Maldives by President H.E. Ibrahim Mohamed Solih and sworn in on 17 November 2018. As the Attorney General of the Maldives, he is also a Member of the Judicial Service Commission and the Chair of the Clemency Board.
